A series of informational modules to build the capacity of early intervention and early childhood special education professionals from multiple disciplines and multiple agencies to understand and participate in California's Race to the Top Early Learning Challenge Quality Rating and Improvement System.

The information provided in this module builds on the information provided in Module 1 and 2 of this series: Early Start, Early Childhood Special Education and California’s Tiered Quality Rating and Improvement System. Module 1 provides a comprehensive overview of California’s Race to the Top – Early Learning Challenge grant, referred to as ‘RTT-ELC.’ It also examines RTT-ELC in relationship to programs funded under the Individuals with Disabilities Education Act (IDEA), including Part C early intervention services and Part B section 619 preschool services.  Module 2 examined child outcomes, screening, evaluation, assessment, and related resources.


This module examines the purposes and procedures for developing measurable child outcomes and conducting screening, evaluation, and assessment in tiered quality rating and improvement system (TQRIS) programs and early childhood special education programs.
